Abstract:
This paper reviews the approval process of township master planning from the national level to the local level (Beijing), noting that while relevant approval procedures have been continuously refined, several urgent issues remain to be resolved. The study focuses on the current approval process for the overall territorial spatial planning of general-type townships in Beijing, analyzing its optimizations and refinements compared to previous procedures, and clarifying key considerations. Based on an empirical analysis of approval cases from more than ten general-type townships in a certain district, the paper systematically summarizes the core review contents of key approval stages, aiming to provide practical references that combine procedural guidance and technical requirements for planning preparation units. Finally, drawing on frontline approval work experience, the paper proposes optimization paths and specific recommendations in terms of public participation, approval supervision, approval efficiency, staffing allocation, and decision-making systems, with the goal of promoting the scientific formulation and standardized approval of overall territorial spatial planning for townships.
