Abstract:
Contiguous village planning boasts significant advantages, including factor coordination, functional integration, development synergy, and spatial governance. Small watershed units feature stable boundaries, appropriate scales, internal integrity, and external distinctiveness. The comprehensive objectives of small watershed governance have shifted to align with the overall planning framework and collaborative logic of contiguous village planning. The integration of these two concepts facilitates the horizontal connection and vertical transmission of planning outcomes. Case study results demonstrate that contiguous village planning based on small watershed units can balance the goals of ecological protection and rural revitalization. The integration of watershed management principles and village planning techniques can break the constraints of administrative village boundaries and cross-regional barriers, enabling the holistic protection and management of the ecological base. It also helps coordinate resources to boost the rural economy, strengthen inter-village connections for joint construction and shared utilization of facilities, and integrate natural and cultural elements to shape regional landscape characteristics. Meanwhile, this integration can engage multiple stakeholders to uniformly arrange construction projects, forming a synergistic force to support rural development.
