Abstract:
Under the dual context of construction of ecological civilization and rural revitalization strategy, non-construction land faces structural contradictions between ecological protection and the utilization of value. This paper reflects on rural industrial practices in non-construction land, and analyzes industry development trends, with a focus on the industrial organization model for compound utilization of land. A three-layer structure of ‘land use-space-management and control' is proposed. Based on this framework, the Flower and Horticulture Exposition Park in the Ecological Green Heart of Chang-Zhu-Tan, Hunan Province is taken as a case study. The planning strategy is explored through three dimensions: identification of industrial units, ecological value transformation, and establishing governance framework, thus investigating ways for the value transformation of non-construction land.
