Abstract: Amid China’s push for high-quality development and its efforts to break away from traditional urban industrial path dependency and land-use constraints, the digital transformation of territorial spatial planning has become a pivotal breakthrough. This study focuses on the development of an investment promotion map for Loufan County, Taiyuan City, Shanxi Province, systematically exploring scientific methodologies for constructing investment scenarios and innovative approaches to map investment opportunities. Based on the CSPON（China Spatial Planning Observation Network）, this research integrates investment promotion scenarios into spatial planning, enhancing the CSPON from an industrial investment perspective. It facilitates the convergence of internet, government, and business networks, thereby contributing to the digital governance system of ’Beautiful China’ with new momentum.
