Abstract:
Comprehensive land consolidation constitutes an effective approach to coordinating the layout of land use, enhancing spatial functional value, and promoting urban-rural integration at the regional level. Conducting comprehensive land consolidation at the township level, which focuses on implementation, is significant for facilitating the equal exchange and bidirectional flow of urban-rural factors, as well as advancing the integrated development of primary, secondary, and tertiary industries. Taking the provincial-level pilot in Ruhu Town, Huizhou City, Guangdong Province as a case study, this paper thoroughly analyzes its spatial issues-such as fragmented cultivated land, inefficient land use, and degraded aquatic ecosystems-alongside bottlenecks in industrial development. Based on a goal-oriented approach, a three-dimensionally linked strategic framework of ’spaceelement-industry’ is constructed, proposing planning strategies including spatial restructuring to optimize layout, factor integration to activate resources, and industry integration to extend the value chain. Grounded in the unique characteristics and actual conditions of Ruhu Town, four pathways are proposed: consolidating agricultural land to promote the integration of agriculture, culture, and tourism; strengthening land use support through construction land consolidation; advancing the introduction of leisure industries through ecological restoration; and ensuring project implementation through diversified investment attraction. This study aims to provide support for achieving industrial optimization and rural revitalization in Ruhu Town, while also offering a reference for similar townships to carry out comprehensive land consolidation and achieve industrial revitalization.
