Abstract:
This paper explores the logical restructuring of rural area planning under the guidance of new quality productive forces, using Liyang's Nanshan Harmonious and Beautiful Countryside as a case study. It analyzes the challenges facing traditional rural planning and the catalytic role of new quality productive forces in driving rural development. The research constructs a deep-coupling mechanism between new quality productive forces and rural area-based planning, encompassing technological innovation-driven factor synergy, institutional innovation activating spatial restructuring, and ecological innovation enabling value conversion. Through technological revolution, institutional innovation, and ecological innovation, the Nanshan Harmonious and Beautiful Countryside has achieved a transformation from 'spatial design' to 'development momentum design', effectively enhancing Total Factor Productivity and balancing multiple values. However, challenges remain in areas such as regional collaborative governance, cultivation of distinctive competitiveness, and industrial upgrading leaps. This study provides a new perspective for rural planning transformation and holds significant importance for advancing rural revitalization and integrated urban-rural development.
