Abstract:
Refined community governance has become an inevitable trend of development, and the community planner system, as a crucial approach for multi-stakeholder co-governance, plays a pivotal role in promoting urban stock renewal and public participation. This paper focuses on the community planner system oriented towards community building as its core research topic. Based on a study of community governance systems, it constructs a research framework of 'horizontal cross-country comparison-vertical mechanism analysis'. Through literature review, combined with policy text mining and case analysis, it systematically reviews the development and evolution of Western community renewal planning and community planner systems. It comprehensively compares the characteristics and differences between domestic and foreign community planner systems in terms of the role positioning, work scope, organizational structure, and training methods of community planners. It also analyzes the pressing issues that need to be addressed in establishing China's community planner system, as well as the reference-worthy experiences from domestic and international practices. Based on cross-country comparisons and administrative leadership, this paper proposes work models and mechanism optimization strategies for community planners applicable to the Chinese context, including innovative paths such as government synergy and integration, multi-party flexible collaboration, grassroots empowerment and efficiency enhancement, and open and diverse training methods. It aims to provide a reference with both theoretical value and practical significance for institutional exploration.
