Abstract:
Practical village planning is an important component of the territorial spatial planning system. It plays a crucial role in advancing the formulation of village plans, implementing the rural revitalization strategy, and promoting the construction of 'a beautiful, harmonious countryside where people are willing to live and work'. Based on the transformation and innovation needs of village planning within the framework of the territorial spatial planning system, this study focuses on industry-guided villages-those with the most urgent planning demands and the most comprehensive planning content. Drawing on practical experience from Wuhan City, Hubei Province, it innovatively constructs a holistic technical framework for practical village planning. This framework covers the entire process: from identifying typical villages from a regional perspective, implementing planning transmission and control requirements, conducting full-region and full-element layout of village-level territorial spatial land use planning and detailed design of village settlements, to supporting project construction and implementation. Refined zoning control strategies and differentiated industrial spatial guidance are integrated to facilitate the implementation of rural industrial projects. This framework provides valuable insights for addressing the 'last-mile' implementation of territorial spatial planning in rural areas.
