Abstract:
In 2022, Guangdong Province fully launched the 'Hundred-Thousand-Ten Thousand Project', aiming to build a new pattern of integrated urban-rural development with counties, towns, and villages as the main entities. In 2024, Huilai County of Jieyang City in Guangdong Province was selected as a provincial pilot for new-type urbanization; during the same period, a clean energy project by a central state-owned enterprise (SOE) was launched, forming a strategic coordinated development momentum. This paper sorts out the typical models of central-local cooperative and integrated development, analyzes the practical requirements of the 'HundredThousand-Ten Thousand Project' in four aspects: industrial development, spatial planning, fund guarantee, and social participation; and based on the practice of the Jieyang clean energy project, explores the innovative paths and implementation mechanisms of central-local cooperation under the background of the project from four dimensions: industrial support, spatial planning, co-construction of facilities, and consultative governance. The research shows that through multi-dimensional collaborative linkage, this path accurately responds to the goals of the 'Hundred-Thousand-Ten Thousand Project', 'strong counties, prosperous towns, and beautiful villages' addresses the shortcomings of town-level development, and provides practical references for the high-quality development of counties and similar central-local cooperative projects.
