Abstract:
As the lowest-level implementation-oriented plan in the 'five-level and three-category' territorial spatial planning system, township-level territorial spatial planning is tasked with refining and implementing higherlevel territorial spatial plans while serving as a transmission link to detailed plans. It plays a pivotal role in advancing national rural revitalization and the integrated urban-rural development. Starting from the special and critical position of township-level territorial spatial planning, this paper analyzes the consistency and complexity of topdown transmission, and proposes optimization strategies, including strengthening the integration of urban and rural dual-space resources, improving the vertical functional department system, optimizing the management authority allocation mechanism, and promoting the standardization of rigid and flexible elements in transmission. The research aims to provide a reference for studies on the transmission mechanism of township-level territorial spatial planning.
