Abstract:
Taking Dehua County, Quanzhou City, Fujian Province as an example, this paper explores the theoretical logic and practical path of carrying out comprehensive land improvement in the whole region based on overall county planning. As a key unit for urban-rural integration, the county, with its attribute of a complete natural geographical unit and the advantage of an administrative structure that connects the higher and lower levels, is highly compatible with the work needs of comprehensive land improvement in the whole region. With the special plan for comprehensive land improvement in the whole region and the implementation plan for township units as carriers, Dehua County, in conjunction with the county and township-level national spatial planning and village detailed plans, has formed a planning system for comprehensive land improvement in the whole region that is horizontally connected and vertically linked, and constructed a transmission system for improvement content featuring ‘county-improvement zone (key improvement area)-implementation unit (improvement scope-improvement project)'. The work of comprehensive land improvement in the whole region should strengthen the status of overall county planning and improve the formulation of special plans, so as to provide support for the optimization of territorial space and the development of urban-rural integration.
