Abstract:
To address the persistent contradiction in western China's counties-where abundant ecological resources coexist with insufficient value conversion-this study investigates the synergistic advancement of ecological product value realization and high-quality county economic development. Using panel data from four districts and counties in Xi'an City, Shaanxi Province spanning 2009 to 2024, we construct an integrated evaluation index system encompassing ecological product supply, value conversion capacity, and economic development quality. The analysis employs the entropy weight method, coupling coordination degree model, and obstacle degree model. The findings reveal three key insights: 1) The composite indices of both systems exhibit a steady upward trend overall, yet significant regional disparities and uneven development persist. 2) All four counties maintain a high level of coupling (C≥ 0.94), with their coupling coordination degree progressively improving from marginal coordination to primary or intermediate coordination. 3) Common barriers include insufficient green patent authorizations and underdeveloped mechanisms for ecological industrialization, while differentiated constraints arise from variations in resource endowments, industrial structures, and institutional environments across counties. Based on these conclusions, the study recommends tailored policy interventions aligned with local ecological and economic characteristics, alongside strengthened technological innovation and institutional reform, to effectively unlock the transformation pathway from 'lucid waters and lush mountains' into 'mountains of gold and silver'.
