社区公共空间改造转译的关键驱动机制研究——以汕头市东湖大坑改造为例

Research on Key Driving Mechanisms of Translation in Community Public Space Renovation: A Case Study of Donghu Dakeng Renovation in Shantou

  • 摘要: 当前我国城市发展已进入存量提质增效阶段,社区公共空间改造是提升城市品质与推进基层治理的重要抓手。但在实践中,行动目标封闭、利益安排短期化、角色分派僵化与空间功能脱节等问题制约着改造成效。文章基于行动者网络理论,以广东省汕头市东湖大坑改造为例,采用单案例过程追踪法,考察社区公共空间改造中行动转译得以发生和延续的关键驱动机制。研究发现,东湖大坑改造的转译并非异质行动者自然聚合的结果,而是在共识构建、利益协调、角色嵌入和空间赋能四大机制中逐步生成的关系网络。四大机制分别推动公共议题生成、多元利益协调、行动责任生成和建成空间持续动员,从而将拆违治污、景观建设和后续管护纳入同一行动网络。本研究将行动者网络理论中较为抽象的转译过程具体化为可观察的基层治理机制,并揭示公共空间作为非人行动者在网络维系中的持续作用。

     

    Abstract: Currently, China's urban development has entered a stage of upgrading existing stock to improve quality and efficiency. The renovation of community public spaces serves as a crucial approach to enhancing urban quality and advancing grassroots governance. However, in practice, issues such as closed action goals, shortterm interest arrangements, rigid role allocation, and the disconnection between spatial functions still constrain renovation effectiveness. Based on Actor-Network Theory (ANT), this study takes the renovation of Donghu Dakeng in Shantou, Guangdong as a case study and employs the single-case process tracing method to examine the key driving mechanisms underlying the occurrence and continuation of actor translation in community public space renovations. The findings reveal that the translation in the Donghu Dakeng renovation is not the result of a natural assemblage of heterogeneous actors, but rather a relational network gradually generated through four mechanisms: consensus building, interest coordination, role embedding, and space empowerment. These four mechanisms respectively promote the generation of public issues, the coordination of diverse interests, the assumption of action responsibilities, and the continuous mobilization of built spaces, thereby integrating illegal structure demolition and pollution remediation, landscape construction, and subsequent management and maintenance into a unified action network. This study concretizes the abstract translation process in ANT into observable grassroots governance mechanisms, and reveals the continuous role of public spaces as non-human actors in network maintenance.
