Abstract: Taking central and local policy documents issued since the launch of the urban renewal action in 2020 as the research subjects, this study employs a policy text deconstruction approach to systematically trace the evolutionary trajectory of the action across six core themes. The findings reveal that: the scope of policy support has gradually expanded from mega- and super-large cities to medium- and small-sized cities as well as county towns; the organizational mechanism has evolved from temporary coordination into a model integrating leading groups, permanent specialized agencies, and inter-departmental collaboration; the implementation pathway has been upgraded from fragmented, point-based efforts to a systematic approach characterized by 'regular assessments, systematic planning, district-based implementation, and integrated operations'; the task framework has developed from targeted, single-issue campaigns into a comprehensive system covering eight major areas, shifting from solely livelihood-oriented tasks to encompassing safety and development; the participating actors have transitioned from government-dominated to a model of 'government guidance, market-driven operations, and multi-stakeholder participation', with financing patterns exhibiting the features of 'government leadership, financial empowerment, and supplementary private capital'; and policy provision has progressed from fragmentation toward systematic design. Based on these findings, this paper proposes policy recommendations focusing on improving multi-stakeholder participation mechanisms, formulating categorized renewal measures, and strengthening policy coordination across various stages, aiming to provide systematic references for policymakers and practitioners in the field of urban renewal.
