Abstract:
The traditional top-down planning model and technical framework are difficult to adapt to the needs of urban and industrial development under market economy conditions, often leading to a disconnection between blueprint and implementation, between goals and operations, and between government and the market. Taking the southern area of the Xiajia River Science and Technology Innovation Corridor in Kunshan City, Jiangsu Province as an example, this paper tries to explore the technical framework and methods of 'Three-Dimensional Four-Level' planning and design for industrial parks, which features 'penetration' from strategy to implementation and is oriented towards implementation and operation. The technical framework covers four levels: 'target planning, industrial planning, space planning, and operation planning'. The key innovation lies in the moderate pre-positioning of operational elements research, achieving dynamic optimization through the 'industry-space-fund' cycle feedback mechanism, maximizing the precise matching of supply and demand, and transforming research findings into administrative management measures.
