Sustainable Development Patterns and Case Studies of Hydrogen Towns from a Multi-gene Perspective

  • 摘要: 在全球能源转型与我国“双碳”目标驱动下,氢能小镇成为推动区域绿色发展的重要载体。本文以可持续发展为导向,解析氢能小镇发展存在的现实挑战,基于产业、空间、治理三者的发展程度确定小镇发展模式分类体系,并以日本东京奥运村、德国埃斯林根及我国江苏如皋为例开展实证分析。研究表明:氢能小镇通过技术研发、产业集聚、示范应用等多维路径探索可持续发展,但仍面临规划协同不足、产业链松散、政策依赖强、治理机制缺失等挑战;挖掘小镇可持续发展的内在逻辑,选取产业、空间、治理3个维度构建研究框架,并基于三者强度组合关系,确定产业主导型、空间引领型等8类小镇发展模式;案例表明,不同模式存在不同的优势和挑战,但实现多维度协同是可持续发展的关键。

     

    Abstract: Driven by the global energy transition and China's 'dual carbon' goals, hydrogen towns have become important vehicles for promoting regional green development. This paper, oriented toward sustainable development, analyzes the practical challenges in the development of hydrogen towns and establishes a typology of development models based on the developmental levels of industry, space, and governance. Empirical analyses are conducted using the cases of the Tokyo Olympic Village in Japan, Esslingen in Germany, and Rugao in Jiangsu Province, China. The findings are as follows: Hydrogen towns explore sustainable development through multidimensional pathways such as technological research and development, industrial agglomeration, and demonstration applications, yet they still face challenges including insufficient planning coordination, fragmented industrial chains, strong policy dependence, and a lack of governance mechanisms. By uncovering the inherent logic of sustainable development in hydrogen towns, this study constructs an analytical framework based on the three dimensions of industry, space, and governance. Based on the combinations of their respective intensities, eight development models are identified, including industry-led and space-led types. The case studies reveal that different models exhibit distinct strengths and challenges; nevertheless, achieving multidimensional synergy remains the key to sustainable development.
