Abstract:
Modern seed industry revitalization faces a structural contradiction between the rigid constraints of farmland protection and the compound spatial demands of industrial development. Taking Yifengdian Town, the core area of Qingdao's 'International Seed Hub', Shandong Province as a case study, this paper constructs a refined land allocation framework based on the 'elements-structure-function-value' logic and proposes a 'value-driven' spatial governance paradigm. The findings reveal that the land-use challenge in the seed industry is essentially the superposition of three mismatches-factor allocation mismatch, structural imbalance, and governance fragmentationwhich manifested as goal conflict, institutional conflict, and stakeholder conflict. Accordingly, a four-pronged strategy of 'spatial integration-land optimization-institutional support-digital empowerment' is proposed: achieving the synergy of production, living, and ecological functions ('triple functions') through spatial restructuring; activating the 'elastic value' under stringent constraints by tapping into the potential of existing land and site-specific land supply; realizing the co-creation of social and ecological values through a cross-sectoral benefit trade-off platform; and supporting the quantitative comparison and dynamic decision-making of multi-dimensional values through digital twins and multi-objective optimization models. The structural contradiction revealed in this paper is prevalent in urban-fringe agricultural areas of China, and the proposed 'value-driven' approach provides a transferable pathway for spatial governance and industry-governance synergy in modern seed industry core areas under strict land constraints.
