Abstract:
By reviewing relevant domestic and international research and focusing on China's rural planning and construction models, this study identified three distinct models: government-led, expert-guided, and villagerautonomous, and analyzed the respective strengths and limitations of each model. This research delved into the structural challenges these models encounter in integrating concepts, allocating responsibilities, and coordinating actions, while exploring potential pathways for synergy. A new collaborative governance paradigm for rural planning and construction was proposed, centered on 'multiple stakeholders co-governing, shared values co-integrating, and action co-constructing'. This paradigm emphasized the organic unity of institutional design, empowerment of stakeholders, and cultural recognition, providing theoretical underpinnings and practical guidance for advancing high-quality, sustainable rural revitalization. Finally, using Tangxun Lake Village in Wuhan City, Hubei Province as a case study, this study validated the effectiveness of the proposed collaborative governance framework.
