乡村规划范式的冲突与融合:基于“物理—事理—人理”分析维度的“嵩口模式”解析

Conflict and Integration of Rural Planning Paradigms: An Empirical Study Using the WuliShili-Renli (WSR) System Approach on the 'Songkou Model'

  • 摘要: “嵩口模式”是在福建省政府主导下引入台湾地区社区营造团队,在永泰县嵩口镇开展乡村规划建设的成功案例,被广泛视为祖国大陆“行政主导型规划” 与台湾地区“社区发展型规划” 两种模式的创新性融合,为我国实用性村庄规划的编制与实施提供了重要借鉴。本文引入物理—事理—人理(WSR)系统方法论,首先对比了两种模式在工程逻辑与生活逻辑、自上而下管控与自下而上赋权上的范式差异;随后解析了“嵩口模式”的WSR协同路径:物理维度实施全域底线管控下的“针灸式”微更新,事理维度构建刚性审批框架内的弹性制度接口,人理维度实现行政组织力与社会内生力的深度耦合。研究表明,WSR协同机制能有效破解传统规划实施的系统性阻滞,为突破“见物不见人”的规划局限,构建具有适应性与韧性的乡村协同治理路径提供了理论参考与实践样本。

     

    Abstract: The 'Songkou Model' is a successful rural planning and construction practice in Songkou Town, Yongtai County, led by Fujian Provincial Government with the participation of introduced professional Taiwan community empowerment teams. It is widely recognized as an innovative integration of the mainland's 'administrative-led planning' and Taiwan China's 'community-driven planning' paradigms, offering valuable reference for the formulation and implementation of practical village planning across China. This paper adopts the Wuli-ShiliRenli (WSR) systems methodology. It first compares the core paradigmatic divergences between the two planning models: engineering logic versus life logic, and top-down administrative regulation versus bottom-right community empowerment. It then dissects the three-dimensional WSR collaborative path of the 'Songkou Model': in the Wuli (physical) dimension, implementing 'acupuncture-style' micro-renewal under territorial overall bottom-line control; in the Shili (affairs) dimension, establishing flexible institutional interfaces within the rigid administrative approval framework; and in the Renli (human) dimension, achieving deep coupling between administrative organizational capacity and endogenous social vitality. The findings indicate that the WSR collaborative mechanism can effectively resolve the systemic implementation bottlenecks of traditional rural planning. It breaks through the long-standing limitation of 'prioritizing physical construction over human development' in conventional planning practices, and provides both theoretical insights and empirical evidence for constructing adaptive and resilient rural collaborative governance systems in China.
