从“乡土中国”到“城乡中国”:小城镇发展往何处去

From 'Rural China' to 'Urban-Rural China': Where are Small Towns Headed

  • 摘要: 随着城镇化水平的提高,我国城镇化进程已从大规模“乡—城迁移”阶段进入以城乡共生、镇村一体为特点的新发展阶段。小城镇作为城乡要素双向流动的主要空间载体,其发展模式和治理逻辑也在经历转型。本文基于“乡土中国—城乡中国”的理论脉络,分析了小城镇从传统“三农服务站”向现代“城乡融合节点”转型的演进逻辑、现实困境与政策需求。研究发现,在当前人口格局下,小城镇发展面临着社会治理复杂度上升、经济多元化滞后、公共服务供需错配、治理资源碎片化等多重挑战。本文提出小城镇发展转型的2个方向,并从顶层设计、空间规划、产业发展、治理创新、文化保护等方面提出相关政策建议。

     

    Abstract: As the level of urbanization rises, China's urbanization process has moved from a large-scale 'rural-to-urban migration' phase to a new development stage characterized by urban-rural symbiosis and townvillage integration. As the primary spatial carriers for the bidirectional flow of urban and rural factors, small towns are undergoing a transformation in their development models and governance logics. Drawing on the theoretical framework of 'from rural China to urban-rural China', this paper analyzes the evolutionary logic, practical dilemmas, and policy needs of small towns transitioning from traditional 'rural service hubs' to modern 'urban-rural integration nodes'. The findings reveal that under the current demographic landscape, small town development faces multiple challenges, including rising complexity in social governance, lagging economic diversification, mismatches between public service supply and demand, and fragmented governance resources. This paper proposes two directions for the development and transformation of small towns, and puts forward policy recommendations in areas such as top-level design, spatial planning, industrial development, governance innovation, and cultural preservation.
