Abstract:
Comprehensive territorial land consolidation is a critical lever for optimizing territorial spatial patterns and fulfilling cultivated land protection mandates. Targeting the absence of a systematic technical framework in current consolidation potential assessment, this paper takes Zhengfang Town, Guangxin District, Shangrao City, Jiangxi Province as the empirical study area. Starting from suitability evaluation, it comprehensively adopts GIS spatial analysis and typical plot survey methods to construct an 'evaluation-identification-investigation' potential analysis workflow. The results show that the total consolidation potential area of Zhengfang Town, Guangxin District is 666.53hm
2, dominated by cultivated land quality improvement and transformation, and spatially concentrated in the flat, contiguous cultivated land areas in the central and northern parts of the town. Combined with township planning and farmers' willingness, the potential patches can be further subdivided into sub-project types including high-standard farmland construction and upgrading, supplementary cultivated land, and construction land consolidation. Typical plot surveys verify the overall reliability of the potential classification, while local plots still present discrepancies in engineering details such as land leveling, irrigation and drainage. The analysis path proposed in this paper can effectively identify consolidation potential, and realize scientific sub-project division through the collaborative mechanism of planning and public willingness, which can provide a theoretical framework and practical reference for the potential assessment and standardized implementation of comprehensive territorial land consolidation.
